Ahold Delhaize Signs 370 GWh Romania Solar and Wind Deal with Rezolv Energy

Ahold Delhaize and Rezolv Energy have signed a 10-year virtual power purchase agreement covering 370 GWh of renewable electricity a year from two major projects in Romania — the 1.3 GWp Dama Solar project and the 300 MW Dunarea East Wind Farm. The agreement is one of the largest corporate renewable energy deals ever signed in Southeastern Europe.

The deal was announced on 5 November 2026. It is the first virtual power purchase agreement signed for both projects, Rezolv Energy’s eighth such deal in Romania and Bulgaria, and its first with a company from the retail sector.

Key facts

  • 10-year virtual power purchase agreement (VPPA) covering 370 GWh of renewable electricity a year.
  • Dama Solar: 1.3 GWp solar project in Arad County, western Romania, expected to generate around 1,800 GWh a year across more than 1,000 hectares, including an 82-hectare nature reserve within the site.
  • Dunarea East Wind Farm: 300 MW wind farm in Constanța County, part of the wider Dunarea East & West wind developments.
  • Together, the two projects are expected to generate about 2,580 GWh of electricity a year — almost 5% of Romania’s total electricity consumption in 2025.
  • Ahold Delhaize will contract about 14% of the projects’ combined output and receive Guarantees of Origin for 10 years, starting when both projects enter commercial operation in 2029.
  • Both projects secured Contracts for Difference in Romania’s second CfD auction in 2025.

Two projects, one agreement

Dama Solar is set to become the largest onshore renewable energy project in the European Union once it is operational. Rezolv Energy secured a €561 million financing package for the project on 30 September 2026, anchored by the European Investment Bank with support from 14 lenders.

Dunarea East is located in Constanța County and forms part of the Dunarea East & West wind developments, among Europe’s largest onshore wind projects. Both projects were awarded Contracts for Difference in Romania’s second CfD auction in 2025, with three successful bids covering a combined 731.2 MW.

Lenka Duskova, chief financial officer of Ahold Delhaize Europe and Indonesia, said the company was pleased to support the development of the wind and solar projects in Romania, which will add new renewable capacity to the grid while contributing to a more sustainable future for the communities it serves.

Rezolv Energy chief executive Alastair Hammond said the agreement was one of the largest and most important corporate renewable energy agreements ever signed in Southeastern Europe, and that Ahold Delhaize had become a key corporate investor in Romania’s energy transition by committing to such a significant share of the output.

Why the deal matters for Romania renewable energy

Corporate power purchase agreements are now one of the main ways new wind and solar capacity gets financed in Europe: a large buyer guarantees long-term demand, which helps developers secure funding and build projects that might otherwise wait years. Romania has become one of the region’s busiest markets for such deals, supported by its Contracts for Difference scheme.

The timing matters globally. The International Renewable Energy Agency reported in September 2026 that the world had 5.15 TW of renewable power capacity installed at the end of 2025, after a record 693 GW was added in the year. To meet the agreed goal of tripling renewables to 11.2 TW by 2030, annual additions must average 1,200 GW between 2026 and 2030 — nearly double the 2025 level. India’s renewable capacity is set to reach 530 GW by 2030, led by solar, showing how fast large markets are now moving.

Public support is also strong. A European Investment Bank survey of 23,000 people, reported by Reuters on 5 November, found that 87% of EU citizens want governments to make the energy transition a priority, with 52% saying solar should come first and 37% naming wind.

What happens next

Both projects are scheduled to enter commercial operation in 2029, when Ahold Delhaize will begin receiving Guarantees of Origin for 10 years. According to ESG Investing, the agreement is the fifth and final deal under Ahold Delhaize’s European renewable energy programme, following earlier agreements in the Netherlands in 2023, Spain in 2024, and Romania and Finland in 2025.

Rezolv Energy has a 2.8 GW portfolio of renewable energy projects in operation, construction or late-stage development across Southeastern Europe. Its 461 MW VIFOR wind farm in Romania entered commercial operation in October 2026, and its 225 MW St George solar park in Bulgaria was commissioned in May 2026.

The deal adds two large projects to Romania’s pipeline at a moment when the country is scaling up wind and solar — and when, four days before COP31 opens in Antalya, governments and companies alike are under pressure to show that clean energy growth can keep accelerating.
