The appointment was made through a formal notification issued by the Khyber Pakhtunkhwa Higher Education, Archives and Libraries Department, the provincial body responsible for appointing the heads of public-sector universities. The notification places the appointment under the provisions of the Khyber Pakhtunkhwa Universities Act, 2012, incorporating the amendments made to the Act in 2024.

Under the terms of the notification, the initial tenure is two years. An extension of another two years is possible if a performance review finds the Vice Chancellor’s work satisfactory, giving the new head of the university up to four years to shape the institution’s academic direction. The financial package for the position follows the terms laid down in the Higher Education Department’s notification of May 27, 2022, keeping it consistent with the established rules for university leadership in the province.

A change of leadership at the University of Swat

The appointment marks a change at the top of the University of Swat. Professor Dr. Hassan Sher led the university as Vice Chancellor until June 2026, after which Professor Dr. Muhammad Qasim took charge of the office. The university’s own website lists Prof. Dr. Qasim as Vice Chancellor; the appointment of a permanent head follows a selection process the province began earlier this year.

A permanent appointment fits the direction the provincial government set earlier this year: in February 2026 the Khyber Pakhtunkhwa Higher Education Department constituted a seven-member committee to run a transparent, merit-based selection process for vice chancellors at seven public universities, including the University of Swat. Many of those institutions had been operating with interim leadership, which officials said had affected long-term planning and academic decision-making.
