OTTAWA — Canada has named Diana Fox Carney as its first Canada Ocean Envoy, tasking her with chairing the 12th Our Ocean Conference in Halifax in May 2027 — the first time Canada will host the global ocean gathering, Fisheries Minister Joanne Thompson announced on 16 September 2026.
FAKTA
- Diana Fox Carney was named Canada’s first Ocean Envoy by Fisheries Minister Joanne Thompson on 16 September 2026, via a Fisheries and Oceans Canada (DFO) announcement.
- She will chair the 12th Our Ocean Conference in Halifax, Nova Scotia, on 10–11 May 2027, alongside a youth summit — the first time Canada hosts the conference.
- Her mandate: advancing Canadian leadership by connecting ocean conservation, climate action, Indigenous leadership, economic resilience and maritime security.
- Fox Carney is a British-Canadian economist with experience advising companies and investors on climate-resilient economic transitions, and leadership roles at think tanks spanning Africa, Europe and North America.
- She is the spouse of Prime Minister Mark Carney, as reported by maritime press covering the appointment.
- At the UN General Assembly, Prime Minister Carney announced $82 million for ocean observation and the Global Ocean Observing System, plus Canada’s ratification of the High Seas Treaty backed by more than $24 million.
What the Canada Ocean Envoy will do
The Our Ocean Conference is a voluntary-commitment forum on marine protection, climate, fisheries, pollution and maritime security. As host, Canada will bring together governments, Indigenous leaders, scientists, industry, non-governmental organisations and communities to turn ambition into concrete action, according to coverage of the DFO announcement.

“Canada has a strong, lasting relationship with oceans. The oceans define the culture and identity of our coastal communities and drive economic prosperity for our people,” Thompson said in the DFO release, adding that she looks forward to working with Fox Carney on the conference.
Ottawa had already confirmed the Halifax hosting plan earlier in 2026, making the Ocean Envoy appointment the next step in building the country’s conference leadership team.
Halifax 2027 and Canada’s ocean stakes
Canada brings real weight to the role: the world’s longest coastline, bordering the Atlantic, Pacific and Arctic oceans, and one of the world’s largest marine territories. As the Prime Minister’s Office notes, the Arctic is warming at more than four times the global rate, making ocean observation and governance increasingly urgent.

Canada is working to conserve 30% of its lands and oceans by 2030, including through new marine protected and conserved areas and Indigenous-led conservation initiatives — the domestic backdrop against which Halifax 2027 will be judged.
